The match delegate’s report following Motherwell’s 3-0 win (6-1 aggregate) prompted investigations that concluded that MFC breached the rules on Unacceptable Conduct.

Those breaches included –

Ticket sales arrangement that led to Rangers supporters obtaining tickets in ‘home’ areas of the ground

The decision to restrict the away allocation resulting in the majority of the South Stand being unused increased the risk of away fans attempting to obtain tickets in other areas therefore increasing the risk of Unacceptable Conduct.

The lack of training given to the MFC employee who dealt with the flare thrown from the Main Stand in an “inappropriate and unsafe manner”

Encroachment and behaviour of some Motherwell fans who entered the pitch during and after the match and the inadequate stewarding arrangements that applied given the history of incursions at the final match on previous seasons.

The insufficient action taken by Motherwell FC in identifying and taking action against supporters engaged in Unacceptable Conduct.

The Independent Commission looking into the matter has decided to delay its decision on sanctions for 18 months.  During that time the club has to supply a number of reports outlining the steps it is taking to ensure that future practices and policies are in compliance with the rules and to report progress on the identification and sanctioning of those guilty of Unacceptable Conduct.

In the light of progress during the 18 month period any sanction against the club will be determined.
